About Us

LiSWA is a joint powers authority between the City of Lincoln and Placer County:

  • Own and operate the regional wastewater facilities.
  • Employ agents and employees, likely to include a general manager, finance director, legal counsel and appropriate contractors.
  • Establish charges, or other costs in connection with the regional facilities.
  • Charge the County and the City on a proportionate basis on the number of respective equivalent dwelling units (EDUs) within each jurisdiction.
  • Develop and adopt policies and procedures.
  • Be governed by the LiSWA Board comprised of two County Board of Supervisors and two City Council members.
